An abstract of the will of William Bartley, dated 12 Mar 1816, Surry CoNC, in Will Book 3, Page 119a:
Will of William Bartley, 12 March 1816. Daughters: Elener McKnight,Sarah Coleman, Lydia Davis, Mary Bartley, Margaret. Sons: Isaac andRevil to have smith tools, notes on William Scott $25, note on GeorgeLawson, ½ lot in Grayson Court House, Virginia. Son, William; wife,Sarah. No executors, witnesses Joel Underwood. Proved by witness andrecorded May Court 1816."Note: 1816 and 1817 Surry County tax lists for Capt. Underwood's districtshow Revell Bartley with 100 acres on Fish River and Isaac Bartley withone pole. There is no Bartley on the 1812, 1813, or 1815 tax lists.
In 1857 Isaac Bartley applied unsuccessfully for a pension for his motherdue to the military service of his father William. The followingdocument relates to the claim:

"State of Virginia County of Russell:
On this day personally appeared in court, the worshipfull County Court,before his Hon. George W. Hopkins, Judge of the 17th Judicial Circuit,now in session, Isaac Bartley, son and heir at law and administrator ofthe estate of his father, William Bartley deceased, a soldier of theRevolution, who in due and solemn form of law, doth, on his oath declarethat William Bartley was a soldier in the War of the Revolution, heenlisted in Orange or Guilford County, North Carolina, but under whatofficers he is unable to say, that he served to the close of the war andwas honorably discharged, that his discharge is lost, that the saidWilliam Bartley and Sarah Horsey his widow was married about the year1770 or 1771 in N. C, that they had three children that he is the thirdchild and that he is now in the eightieth year of his life, the saidWilliam Bartley died about the year 1818 and his widow Sarah in the year1843, he prays(?) pension in right of said Sarah, under act of October of1836.

Acting Com. Of Pensions,Dear Sir,
Your favour is just to hand in relation to pension claimed by Mrs.Bartley’s heir, and the decision of the Secretary of the Interior inrelation thereto, I wish you not to think, I am complaining at his Hon’sdecision, but I desire information on the following points, in order toregulate future action,
1st is the act of 7th of June repealed
2nd is the act of 4th of July repealed, and are we to understand, wherethe parties died, without making application, are the children of saidsoldier and widow precluded under the decision from obtaining amt thatmay be due under those acts. The reason I am making this inquiry isthere are at this moment, some five cases in a state of preparation forpresentation, and if they cannot obtain under the Laws 7th June 1832 &4th July 1836, I will be enabled to act definitely with the parties. Iask this most respectfully.

Isaac Bartley was in the War of 1812. He served in Capt. John Witcher'scompany of infantry, 5th regt. NC Militia. He enlisted 28 Nov 1814 andthe expiration date of service was 22 Feb 1815.There is only one Isaac Bartley listed as head of household on the NC1820 census in Surry County. He is listed on Page 762 along with a RevelBartley who is also listed as a head of household and is probably theother son mentioned in William Bartley's will of 1816 filed in SurryCounty. Both Bartley's are listed as between 27-45 years old. The name'Revel' is a frequently recurring name in the Bartley family.

Listed as head of household with daughter Susan and son Isaac and hiswife and child on Pike Co Ky 1860 census Page 58 Visit 201.The exact date of the death of Isaac Bartley, Sr. is not known but couldnot have occurred earlier than the 1860 census on which he is enumerated.
A number of researchers have identified her by the surname Boab. Areview of the censuses indicates that that surname was not enumerated inthe United States before 1860. However the surname Babb is enumeratedquite early and particularly in North Carolina. The 1850 censusindicates that she was born in North Carolina and a logical conclusion isthat her surname was more likely Babb.
